Seguin Police Arrest Two Katy-Area Suspects After Woman Says She Was Kidnapped and Sexually Assaulted in Welfare Check Response

SEGUIN, TX — Seguin police arrested two suspects early Wednesday after responding to a welfare check that led officers to a woman who cried out for help, according to department records. Police identified the suspects as Brian Smith, 26, and Haiyan Lee, 25, both from Katy. The call came in around 12:45 a.m. in the 1600 block of State Highway 123 Bypass. Officers later took both suspects into custody on human trafficking and sexual assault charges.

Woman Found At Nearby Home

Police said the woman, who is 26, was discovered at a nearby residence after officers responded to the scene. According to the department’s Facebook post, she was the person who cried out for help and drew officers’ attention to the situation. Investigators say she told officers she had been kidnapped from the Katy area before the assault. The details provided by police do not indicate how long she had been held or how she got to the Seguin area before the welfare check.

The account shared by police ties the initial call to a broader criminal investigation that quickly moved from a welfare check to felony arrests. The department’s public update did not include additional information about the condition of the woman beyond what was reported at the scene.

Charges Filed Against Both

Smith and Lee were each charged with aggravated sexual assault and trafficking of a person, police said. Those charges reflect the most serious allegations in the case and were listed in the department’s post after the arrests. The two suspects were booked into the Guadalupe County Jail following their detention. Police said each was held on a $2 million bond.

The arrests were made after officers located the woman and followed up on her report of what had happened. At this stage, the information released publicly comes from the police department’s initial statement, and the case details remain limited to the facts included in that update. No court proceedings or attorney statements were included in the material provided.

How Officers Responded

The sequence of events began with a welfare check, a type of call officers often use to make sure someone is safe. In this case, the call led officers to the 1600 block of State Highway 123 Bypass shortly before 1 a.m. Police said they then found the woman at a separate nearby location. That discovery prompted the arrests and the felony charges.

Department officials shared the information through a Facebook post, which is where the suspects were identified by name and age. The post also linked both men to Katy, giving the public a basic description of where the suspects were from. Beyond those details, police did not release a broader narrative about what led up to the reported kidnapping or how the pair allegedly knew the woman.

Case Remains Under Review

At present, the public record described by police consists of the arrest, the charges, and the bond amounts. The woman’s statement to officers is the central allegation in the case, and investigators have not released further findings in the material available. Because the department’s post is the only source cited, additional case developments may come later through the courts or further police updates.

For now, the key facts are that officers answered a welfare check, found a woman who said she had been kidnapped and assaulted, and arrested two suspects the same morning. Smith and Lee remain booked in the Guadalupe County Jail while the case moves forward.
